02 Zaenal Mustafa

Zaenal has profound experience and knowledge in the fields of Land and Real Property Law and Consumer Protection Law. On top of that, he is deeply passionate about creating a real connection and improving the lives of marginal communities. He always goes above and beyond to be helpful to the ones in need.

In 1993, he was a Scoutmaster of The First ‘World Community Development’ in Lebak Harjo Village, Malang. In 1995, he became the Committee of ‘Arung Samudra’ collaboratively organized with the Indonesian Navy. In the late 1990s, he was involved in the project that successfully converted Batunese cigarette tax revenues: from getting paid to the national government (counted as the state income) to getting returned to the Batunese local administrative government (counted as the Batunese local revenue). Since 1993, Batunese region had been an administrative territory that was considered a part of Malang Regency.


 

However, with the success of the cigarette tax revenue project, in 2001, the project resulted, or at least, was tremendously contributory, in the formation of an autonomous City of Batu, separate from Malang Regency.

In 2006 and 2007, he participated in Consumer Protection Training Course organized by the Ministry of Trade of the Republic of Indonesia and in 2008, he established an independent Consumer Advocacy and Protection Institution (LAPK).

In 2010, he participated in the Training Program for Indonesian Small and Medium Industry Institutes (LIKMI) and was appointed to become the year’s Chairman of LIKMI Chapter: Malang Raya. In 2013, he became the Managing Partner of Rahmi Jened & Partners. In 2015, he became actively involved in the National Anti-Narcotics Movement (GRANAT) of East Java.

In his career as an active member of the Indonesian Advocates Congress (KAI), he was appointed Chairman of the Malang Raya Branch Management Board from 2014 to 2017 (Regency/ City Level of Management). From 2017 until currently, he has been a Member of the East Java Province Management Board (Provincial Level of Management).

For more than two decades, he has aided or facilitated the establishments of several grass-root communities whose general objective is to empower the communities to become more resourceful as well as to figure out how finance and banking funding can be more accessible. Examples of these communities are Indonesian Drivers Union, Indonesian Farmers Union, Union of Local Culture Practitioners and Artists, and Nuswantoro Guardian Service (NGS, which is a unique Union whose objective is to preserve local cultural and natural environments and resources).

Since 2018, Zaenal has been appointed Deputy Chairman of the Community for the Protection of Batunese Tropical Apples and he has been very active as Geographical Indications Trainer. Further, he became a Certified Mediator and Conciliator (CMC) as well as Certified Contract Drafter (CCD) in 2020, after graduating from the respective Certifying Training Courses organized by Jimly School of Law & Government (JLSF).
